保安人员的考核与奖惩的制作作用

对保安人员进行严格的考核和必要的奖惩,是提高保安队伍素质的重要保证。现实表明,在我国大陆新兴的保安服务业发展不大平衡,普遍存在这样的问题:保安员队伍总的来说多数人员素质较低,工资福利待遇偏低。因而这一行业在全社会就业序列中,缺乏吸引力,社会地位不高。这一状况,与繁重的社会治安任务很不相称,如不加以改善,将严重影响保安员的政治、业务素质、保安服务质量和工资福利待遇。

对保安人员的考核,一般可从以下三个方面进行:一是常规考核:主要依据日常考勤制度、保安人员守则、纪律,以及本岗位操作堆积的具体要求进行逐项考查,并作出明确的实事求是的记录。二是功绩考核:主要依据岗位责任制确定的本职任务进行考核。如:完成本职任务指标情况(数量和质量)、社会反证产价(如表扬或批评等)、工作方法与技能的革新创造、特殊艰险任务中的突出业绩等。功绩考核内容,尽可能量化,并公开进行。

为了促进和加强保安队伍自身的建设,在注重培训、考核的同时,必须建立健全奖惩制度。要以优质服务为中心要求,明确奖惩标准,按月、季、半年、年终进行总结评比。对严格执行保安制度,工作认真负责,作出显著成绩的保安人员,及时给予表彰奖励;对违反规定,工作马虎,常出差错的,予以严肃的批评教育;对违法犯罪的,要依法处理。做到奖惩分明,树立正气,鼓励先进,从而充分调动每个成员的积极性和创造性。
